On Wednesday 10 June, Jessica Dorsey participated as an invited expert in the ICRC’s Regional State Consultations on Preliminary Recommendations on AI Decision-Support Systems (AI-DSS) in the military domain.
Through these consultations, the ICRC seeks to engage States in a structured dialogue on the responsible development and use of AI-DSS in armed conflict. The objectives are twofold:
- Gather feedback and insights from States on the ICRC’s preliminary recommendations, including their feasibility, relevance, and practical implications for military use, as well as input on how the recommendations could be refined and further developed.
- Foster dialogue on the development and use of AI-DSS, exploring how international humanitarian law (IHL) obligations apply in practice, the risks and concerns these systems raise, and their potential benefits, including how they may support compliance with IHL.
Jessica contributed her expertise on the legal and ethical dimensions of AI in military decision-making, helping to inform discussions among States and other participants. The consultations also aim to support ongoing international efforts on AI in the military domain, including the informal consultations in June 2026 in Geneva, pursuant to UN General Assembly resolution A/RES/80/58.
Her participation highlights RAW’s continued engagement in advancing responsible and legally grounded approaches to emerging military technologies.
